POLITICS OF BORDERS REPRESENTING LOCAL POWER OVER BORDER REGIONS: A CASE STUDY OF THE BOUNDARIES OF MALANG-KEDIRI REGENCIES

Abstract: Since the decentralization system of government was implemented in 2000, the role of Local Government became more important. The autonomy in financial matter encourages Local Governmnet to increase income. They began to enlist all natural resources which can make profit to their pocket. The most valuable source was land for sure. Position of border line between two Regency could raise new sources of conflict. In this case, cartographical archives lays important role. The objection of this article was to prove the contribution of cartographical archives in giving solution in case of conflict and to show it’s function in reconstructing the growing of border territories. In order to answer this question, we used historical method and also combine with geographical information system because it was not easy to take information from cartographical archives. From this document, we came to conclusion that factor that contributes to the backwardness of this area. The absence of important economic or politic centre made this region was not profitable for people. Roads system and settlements was constructed in colonial periods as infrastructures for coffee plantation. Most people in the border area relatively neglected. There was no interesting economic and political spot so neither people or businessman to invest their money in the border region. Moreover, Decentralization Right 2004 that gave more space for local politic was expressed in form of symbol. Local politic leader used this boundary area as means of political communication.
